No one is going to run an event that is a for sure money loser.

And herein lies the problem with any mid major event anyone can try to put together. Where does the cash come from and what company thinks its worth their time and money to put their name on it.

For example - if you run a 16 team, single elimination event you are going to pay over $100,000 for referees alone.
