Who was responsible for them having to give up the opportunity to play their last series in Texas instead of Indiana?

That was their President Deborah Curtis, who vigorously defended the decision in a public county meeting a couple days after. She is supposedly a villain who draws nuclear heat in Terre Haute --think Vickie Guerrero in WWE years ago if you're a wrestling fan. Curtis announced her retirement a couple months back, but is still at the helm until June.

Clinkscales' public statement thanks the previous president but omits Curtis, so I imagine the supervillain's fingerprints are all over this one.

The stories people post about her on forums and social media are insane. Just read this one on their board:

I don't know what happened with Sherard, but from my miserable years working in the Debster's office, there's no question she has controlled, and will control, everything about the announcement. And since it's a Deb operation, of course it was amateur hour --- posting a news release and then it taking down

Deb prefers to shun journalists, at least the ones who ask real questions. I was present once when she went on an absolutely insane rant on the Trib-Star over perfectly reasonable questions and reporting. She even floated the idea of canceling all of the university's subscriptions to the paper. Deb considers herself above answering questions about a university funded with taxpayer and tuition money.

Be vigilant, ISU. She has six more months to settle scores and wreak havoc.

Not every day you see a reporter call anyone out like that. Semmler has been around the block a couple times in TH... so if Pres. Curtis has a reputation as outlined on this thread, he's probably heard about it, if not experienced it directly.
